Medical Quality Control Center Management (Trial)

* In order to strengthen medical quality management, standardize the management of medical quality control centers (hereinafter referred to as quality control centers), and promote the construction and development of quality control centers, these measures are formulated in accordance with the Regulations on the Administration of Medical Institutions.

Article 2 The term "quality control center" as used in these Measures refers to the management of the medical quality of the medical professional related professions designated by the Ministry of Health or the provinces, autonomous regions, municipalities directly under the Central Government and the Xinjiang Municipal Administration of Production and Construction Corps (hereinafter referred to as the provincial health administrative department). Control agency.

Article 3 The Ministry of Health shall be responsible for formulating the management measures for the quality control center and for guiding the national medical quality management and control; the provincial health administrative department shall be responsible for the planning, setting, assessment and management of the provincial quality control center.

Article 4 The Ministry of Health establishes the National Medical Quality Management and Control Center. Designate a regional medical quality control center as needed.

Article 5 The provincial health administrative department shall formulate the planning for the establishment of the quality control center of the administrative region according to the actual situation and gradually establish a quality control network. Provincial health administrative departments can set up provincial-level quality control centers of different professions according to the different professional medical quality management and control needs of medical institutions. In principle, only one provincial quality control center is set up in the same profession.

Article 6 The provincial health administrative department shall formulate quality control procedures and standards for its administrative area in accordance with relevant laws, regulations, rules, technical specifications and guidelines for diagnosis and treatment.

Article 7 Medical institutions that meet the following conditions may apply to the provincial health administrative department for the work of the provincial quality control center:

(1) Class III A hospitals or conditional specialist hospitals;

(2) The applied professional has strong comprehensive strength and has obvious advantages in the province (autonomous region, city). The academic leaders have high academic status and prestige in the administrative region;

(3) There are perfect medical and technical specifications, quality control standards, procedures and other relevant rules and regulations;

(4) Having the office space, equipment, funds and necessary special (part-time) personnel required for the work, and having the conditions to undertake the medical quality management and control tasks assigned by the provincial health administrative department.

Article 8 When a medical institution applies to become a quality control center, it shall submit the following materials to the provincial health administrative department:

(1) A copy of the "Certificate of Practice for Medical Institutions";

(2) The development of relevant professional quality control work of the unit;

(3) Relevant professional introductions of the unit;

(4) Qualifications of the person in charge of the quality control center;

(5) Quality control work plan;

(6) Other materials prescribed by the provincial health administrative department.

Article 9 The provincial health administrative department shall be responsible for reviewing the materials submitted by the medical institutions and conducting on-site audits as necessary. For medical institutions that intend to become quality control centers, they must be publicized in accordance with the corresponding publicity system. A decision to agree may be made if the public has no objection.

Article 10 The main duties of the provincial quality control center:

(1) Formulating quality control procedures, standards and plans for relevant professions;

(2) Under the guidance of the provincial health administrative department, responsible for the implementation of quality control work;

(3) Regularly releasing professional assessment plans, quality control indicators and assessment results with the approval of the provincial health administrative department;

(4) Gradually set up relevant professional quality control networks in the administrative region to guide the municipal (prefecture) and county-level quality control agencies to carry out their work;

(5) Establishing a database of information materials related to the profession;

(6) To formulate development plans for relevant professional talent teams and organize training for relevant professionals in the administrative region;

(7) Conducting research and demonstration on the setting planning, layout, basic construction standards, related technologies and application of related majors, and providing evidence for decision-making by the health administrative department;

(8) Other tasks assigned by the provincial health administrative department.

Article 11 The quality control center shall regularly conduct professional quality assessments on medical institutions, issue quality control reports scientifically, objectively and fairly and be responsible for the reports. The quality control report shall be notified to the medical institution in writing and at the same time copied to the provincial health administrative department.

Article 12 The quality control report shall be properly kept by the quality control center. The specific retention period is determined by the provincial health administrative department.

Article 13 The provincial quality control center shall report to the provincial health administrative department the annual work plan at the beginning of each year, and report the semi-annual and annual work summary at the middle and end of the year.

Article 14 The quality control conclusions issued by the provincial quality control center may be used as the basis for mutual recognition of the results of the auxiliary inspections in their respective jurisdictions.

Article 15 The director of a provincial quality control center shall meet the following conditions:

(1) Obey professional ethics, have a strong sense of professionalism and responsibility, generally do not exceed 65 years of age, be in good health, have time to guarantee, and be competent for quality control work in this profession;

(2) Enthusiastic medical quality management work, able to master the business knowledge and evaluation skills of medical quality management, familiar with and can apply relevant laws, regulations, rules and technical specifications for medical quality management;

(3) Having strong organizational and coordination skills, being honest, impartial, and willing to give, and enjoy high prestige among peers;

(4) Other conditions stipulated by the provincial health administrative department.

Article 16 The main duties of the director of the provincial quality control center:

(1) Responsible for organizing the daily work of quality control of the province (region, city);

(2) Organizing members of the Center of Essence Control to study and implement relevant laws and regulations, departmental rules, technical specifications, guidelines and standards for medical and health care;

(3) Organizing quality control personnel to formulate the medical quality assessment indicators and quality information systems of the province (region, city), and formulate quality control implementation plans;

(4) Responsible for the collection, statistics, analysis and evaluation of the medical quality information of the profession, and conduct a spot check on the authenticity of the quality control information;

(5) Organizing the study and promotion of appropriate new technologies and methods for this profession at home and abroad;

(6) Regularly report to the provincial health administrative department the quality control situation, existing problems, countermeasures, opinions and suggestions;

(7) Other tasks assigned by the provincial health administrative department.

Article 17 The director of the provincial quality control center shall serve for a term of four years and shall not serve for more than two consecutive terms.

Article 18 The provincial health administrative department shall be responsible for the dynamic management of the quality control center and its members, formulating corresponding inspection and assessment methods, and organizing work inspections and assessments on a regular or irregular basis. If the inspection and assessment results do not meet the requirements, they shall stop their quality control qualifications and rectify or re-select them within a time limit.

Article 19 The provincial health administrative department shall, at the beginning of each year, report the establishment of the quality control center and the quality control work within its administrative region to the National Medical Quality Management and Control Center in the previous year.

Article 20 The National Medical Quality Management and Control Center collects, summarizes, statistics, and analyzes the quality control information of each provincial quality control center, organizes quality control exchanges, and issues national quality control information after the approval of the Ministry of Health.

Article 21 The quality control center established before the implementation of these Measures shall make adjustments in accordance with the provisions of these Measures within one year after the implementation of these Measures.

Article 22 The provincial health administrative department may formulate management measures for quality control institutions at all levels in accordance with these Measures and the needs of quality control work in the administrative region.

Article 23 The Ministry of Health is responsible for the interpretation of these Measures.

Article 24 These Measures shall be implemented as of the date of issuance
