According to information learned from the Xi'an Anti-drug Office, the city has not experienced the process of seep through for more than 100 days. Rainfall is 6-70% less than the same period of the previous year, and 370,000 mu of drought-damaged crops, but all are light and dry. At present, the West has a drought-fighting capacity and has invested 4.1 million yuan in drought-reducing irrigation funds, 370,000 manpower, 15,000 electric wells to open electric motors, and 1.01 million mu for irrigation.

The drought investigation and reporting center of Xi’an City conducted a survey on the soil moisture content on February 8th. The results showed that dry soil layers of about 2 cm appeared in each block of the cultivated land, and soil moisture was poor in soil above 5 cm. The plots with curled leaves, yellow tips, and weak growth appeared when the plots were not filled with water or irrigation earlier.

According to meteorological statistics, since the beginning of November of last year, Xi'an has experienced a long-term drought, with the annual rainfall amounting to less than 70% and the minimum being 60%. Although there were two weak precipitations at the end of December and this month, it did not effectively alleviate the current drought. At present, Xi'an has had no effective precipitation for more than 50 days and no more than 100 days of dripping.

At present, the Xi'an Municipal Government has urgently allocated 6 million yuan in drought-fighting funds, which are earmarked for the construction of water conservancy facilities, repairs, and storage of drought-resistant materials. At the same time, the Xi'an Drought Control Office urged all districts and counties to speed up construction of water conservancy facilities and speed up the progress of all work. The city-level anti-drought water projects built at the end of last year were checked and accepted to enhance drought irrigation capacity. It also requested 34 artesian irrigation districts at the municipal and county levels to implement free irrigation policies; require other forms of irrigation to implement low-profit operations, do their best to reduce the burden on the people, and increase the people’s enthusiasm for irrigation.

According to the meteorological department's forecast, there is still no effective precipitation in Xi'an in the near future. Although there were two weak precipitation processes in mid-February, it had little effect on mitigating drought. The meteorological department stated that it will seize every favorable opportunity brought about by the precipitation process and continue to carry out artificial rainfall enhancement operations to ease the drought.
